Iothera is a reboot of Heliothaumic (and just between you and me, the status quo is a lot like it would have been at the beginning of Book 2 of Heliothaumic, if it had gone that far), so it has its own distinct continuity independent of Heliothaumic. The Seb (and the Red Towers) in particular are something that weren’t in Heliothaumic.
